Dorothy C. Boring, PE, PTOE
Dorothy is the owner and founder of ESI. She is a registered Professional Engineer (PE) in the state of Pennsylvania and is certified as a Professional Traffic Operations Engineer (PTOE). Having worked with the Pennsylvania Department of Transportation in the Traffic and Design related fields for over thirteen (13) years and as owner of ESI, Dorothy has over twenty-three (23) years of transportation engineering experience. Dorothy is a member of the Institute of Transportation Engineers, the American Society of Highway Engineers and the Pennsylvania State Association of Township Engineers.
